This is a terracotta whistle from the Pre-Columbian Colima culture dating to 200 BC - 300 AD in the shape of a small dog. It still sounds. With two hole stops, it produces three separate tones. It is missing a small section of its tail. The neck has been pierced for a suspension cord. It's just really cute.
